At this moment of economic challenges and hardship due to subsidy removal and a fluctuating forex exchange rate, to assess the viability and effectiveness of and socio-economic impacting project such as ADAS in Nigeria must be based on three categories: Firstly, support the vulnerable—the poorest of the poor. Secondly, the effectiveness of the policies and programmes to support the local economy; and thirdly, feasible and meaningful programmes and projects that are mainly for the future of the state and indeed Nigeria. The ADAS program is more like a Proof of Concepts [POC] for rebuilding the Northeastern Nigeria to emulate upon the conclusion of the first working phase. Women form an integral part of our national values fabric and it is the core objective of the program to focus on Women, the youth and the normal working lass men. While training and capacity building form the core of the program, it is hoped to generate huge employment through the establishment of an Agribusiness attitude to Agriculture thereby multiplying the number of Micro, Small and Medium Enterprises in Nigeria; without forgetting to mention the role of the big private off-takers that will process and add value to the primary products. The program is therefore coming on the heels of the acute limitation to business capital in the right strategy for meaningful development. ADAS will provide guarantee to farmers, aggregators and processors towards achieving a well-structured business to business value chains integration.

The duration of ADAS Programme is ten (10) years (2022 to 2032), split into 2 phases of 5 years each. The ADAS Programme is being funded from the N100 billion bond series programme proposed to be raised within 4 Series of N25 billion each from the Nigerian Capital Market through the Special Purpose Vehicle (SPV) known as ADAS Programme Limited. This bond is the first agricultural bond to be raised in the history of the Nigerian capital market. In 2021, under Series 1, N25 billion was raised for the Adamawa Agribusiness Support (ADAS) Programme for which ADAS Programme Limited served as the issuer with a 7-year Tenor at the price of ₦1,000.00k per unit payable on full application due in 2028. The target results of the ADAS Programme at the end of the 10-year period is to achieve the aggregation of over 1.8 million tons of assorted crops - paddy rice, maize, soya beans, sesame and cotton, 2.95 million; live animals’- cattle, sheep, goat, and pig, 3.3 million live birds/eggs, and over 10,000 tons of fish for off-take.
Programme Coordination and Management. This component supports training, studies, workshops, reviews, monitoring, and other knowledge sharing activities and staff allowances. It has support structures which include: the created Special Purpose Vehicle (SPV), ADAS Programme Limited; the State Technical Implementation Committee; 21-LGAs Implementation Committee; and 226-Wards Implementation Committees.
